I second (or third) that assessment - I think by definition a dog CANNOT be smaller than a cat :)
Could that be a way towards breaking down her fears? Rather than grouping everything under the banner of "dog", apply the actual label to the breed. Instead of seeing "a dog at the park" you can see "a labrador at the park".
